The Social Care Foundation has made a new submission to the Independent Commission on Adult Social Care, chaired by Baroness Casey of Blackstock.
The submission, compiled by SCF chair Damian Green, outlines seven proposals for improving social care – each of which is a potential “quick win” that would not cost the Government any money and could therefore be implemented over the coming months and years without disturbing the financial position.
• Introduce a national assessment system with a standardised grading of entitlement to care. Classifications with funding based on need.
• A 10-Year Workforce Strategy for care
• A professional registration scheme for care workers. (An embryonic register is already in existence, with Social Care Foundation Chair Damian Green part of this work)
• Help integration with the NHS by establishing joint budgeting, commissioning and service design
• Replace the current system of access to services with a national “My Care” portal to eliminate confusion in navigating the care system
• Government to support the sector to access lower-cost capital through the British Business Bank
• Strengthen planning policies to introduce a presumption in favour of later-life housing
